¿es obligatorio presentar al menos a un novillero en un festival taurino?

Las escasas oportunidades que tienen los novilleros tanto con caballos como sin picadores vuelven a verse amenazadas por los organizadores de festivales que no cuentan con quienes el día de mañana serán los protagonistas de la lidia: los novilleros.
